fix: 统一状态检查逻辑并增强任务日志记录

修复多处状态检查不一致的问题，统一使用字符串"0"和"1"表示状态
增强任务调度器的日志记录功能，提供更详细的执行信息
修正前端任务状态显示标签样式和文案
更新Cron表达式解析逻辑以兼容APScheduler
