feat: 重构静态资源路径并更新文档配置

- 将静态图片资源从backend迁移到frontend/docs/public目录 - 更新文档配置和图片引用路径 - 替换登录背景图为SVG格式并支持暗色模式 - 修复字典服务错误消息拼写错误 - 优化菜单表单父级菜单显示逻辑
