refactor: 重构项目目录结构及配置文件

将 Dockerfile 和 nginx.conf 文件移动到 devops 目录下，并更新 docker-compose.yaml 中的路径配置。同时优化了 docker-compose.yaml 中的环境变量和挂载卷配置，以提高项目的可维护性和一致性。
