build(frontend): 更新 sass 依赖至 1.63.2 版本

- 将 sass 依赖从 ^1.70.0 修改为 1.63.2
- 移除了 package-lock.json 中与 @parcel/watcher 相关的大量依赖
- 更新了 chokidar 依赖至 3.6.0 版本
- 添加了 anymatch、binary-extensions、is-binary-path 等新依赖
